Scope of Work
This solicitation requires contractors to manufacture, test, and inspect specialized aluminum containers in accordance with CONTAINER RESEARCH CORPORATION drawing number (05259) 583E001, latest revision, and all referenced specifications. Key requirements include:
- Material: Container shell material is aluminum.
- Manufacturing Standards: Adherence to specific welding and welder qualifications (e.g., AWS D1.2 for aluminum, MIL-W-22248 Class 4), cleaning (MIL-C-5541), deoxidizing, and surface finishing (glass bead blasting).
- Component Specifications: Use of specific desiccant (MIL-D-3464, Type II), sealing compounds (MIL-S-81733), and electrodeposited Zinc-Nickel Alloy finish (ASTM B 841 Class 1, Type B, Grade 3) instead of cadmium plating. Shock mounts are specified, with no substitutions allowed without Naval Inventory Control Point permission.
- Marking: Containers must be affixed with a Unique Identification (UID) marking per drawing (80132) 15930 and MIL-STD-130.
- Packaging: MIL-STD 2073 applies.
Quality Assurance & Testing
A First Article Test (FAT) is mandatory. One unit of CAGE (05259) Part Number 583E001, latest revision, must be delivered within 120 calendar days to designated test facilities (Naval Air Warfare Center Aircraft Division, Lakehurst, NJ, or NSWC Indian Head Division, Detachment Picatinny). The estimated cost for government FAT testing is $15,000.00, which will be added to offeror prices for solicitation purposes. FAT procedures include:
- Visual and dimensional inspection.
- Initial and final 1.0 +/- 0.05 psig leak tests.
- 18-inch free fall drop test.
- Form and fit check with the actual end item. A waiver for FAT requirements may be granted for offerors with recent, identical production history at the same facility.
