This solicitation is a Request for Proposal (RFP) for custom corrugated shipping boxes. The Department of Veterans Affairs (VA) requires a single, firm-fixed-price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract to supply these boxes for their Denver Logistics Service (DLS) and Service and Distribution Center (SDC) warehouse operations. The VA anticipates shipping approximately 113,000 boxes per month and 1,360,000 boxes annually.

• Supply of custom corrugated shipping boxes in various specified sizes.

• Boxes must be constructed from "C flute," single-wall corrugated cardboard, rated at a minimum of 32 ECT or greater, with a minimum burst strength of 200 pounds per square inch.

• Maximum weight capacity for box contents is 65 pounds.

• Boxes must meet minimum recovered fiber content levels as per EPA Comprehensive Procurement Guidelines (CPG).

• Delivery within thirty (30) calendar days after issuance of each Delivery Order.

• Commercial packaging suitable for immediate redistribution.

• Contract Type: Single Award Firm-Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ).

• Period of Performance: One (1) year base period with four (4) one-year option periods.

• Ordering Period: February 23, 2026, through August 22, 2031.

• Proposals are due by February 23, 2026, 4:30 PM MST.

• Evaluation will be based on Lowest Price Technically Acceptable (LPTA).

• Offerors must be a certified Small Business in the SBA certification database to be considered for award.

• The solicitation incorporates FAR clauses 52.212-1, 52.212-4, and 52.212-5.

This is a pre-solicitation announcement for custom corrugated shipping boxes required by the Department of Veterans Affairs (VA), Denver & Logistics Center (DLC). The VA needs an uninterrupted supply of boxes for shipping medical devices directly to Veterans. This announcement is for awareness and is not a solicitation for offers.

• Boxes must be constructed from "C flute," single-wall corrugated cardboard.

• Minimum rating: 32 ECT (Edge Crush Test) or greater.

• Minimum burst strength: 200 pounds per square inch.

• Maximum content weight capacity: 65 pounds.

• Boxes must meet specified internal dimensions exactly.

• Recovered Fiber Content: Minimum 40% postconsumer and 40% total recovered fiber, in accordance with EPA CPG.

• A list of 39 specific box sizes (CLINs 0001-0039) is provided.

• Type: Single firm fixed-price, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract.

• Period of Performance: One (1) base year with four (4) option years.

• Award Basis: Lowest Price Technically Acceptable (LPTA).

• Procurement Type: Full and Open.

• A Request for Proposals (RFP) is anticipated in approximately 30 days on SAM.gov.

• Evaluation factors will be defined in the solicitation.
