Statement of Work (SOW) / Performance Work Statement (PWS)

To provide specialized services for planning, executing, and overseeing realistic training exercises for the North Dakota 81st Weapons of Mass Destruction – Civil Support Team (WMD-CST) to ensure mission readiness for complex chemical, biological, radiological, and nuclear (CBRN) incidents.

• Prepare and host a joint training event for the 81st WMD-CST.

• Conduct realistic training scenarios testing core functions of site characterization, survey, and sampling in hazardous environments.

• Involve advanced challenges including live radiological sources, variable oxygen atmospheres, and simulation of clandestine laboratories with threats from synthetic opioids or chemical precursors.

• Provide all necessary personnel, equipment, tools, materials, supervision, and quality control, except for Government Furnished items.

• Period of Performance: March 30, 2026, to April 2, 2026.

• Place of Performance: Services to be provided between 7:00 AM and 6:00 PM EST during training days, excluding US holidays.

• Telework is not permitted.

• Advanced WMD Scenario Execution: Setup, operate, and reset multiple training sites; incorporate live radiological sources and common industrial isotopes; create variable oxygen environments; simulate CBRN incidents within clandestine or improvised laboratory settings (TICs, CWAs, synthetic opioids like fentanyl-class compounds and nitazenes); ensure scenarios require plume modeling.

• Quality Control (QC): Develop and maintain an effective QC Plan (QCP) to ensure services meet PWS requirements.

• Security: Comply with installation regulations, COMSEC/IT security, and protection of Personally Identifiable Information (PII).

• Personnel: Employees must possess required licenses for training facilitation. The contractor is responsible for ensuring personnel are fully trained, licensed, certified, and qualified.

• Contract Management: Designate a Contract Manager (CM) with full authority to act on contract matters.

• Combating Trafficking in Persons: Adhere to a zero-tolerance policy.

• Organizational Conflicts of Interest (OCI): Identify and mitigate potential OCIs.

• Non-Personal Services: The Government will not exercise supervision or control over contractor personnel.
