Statement of Work (SOW) / Performance Work Statement (PWS)

To provide recreational youth sports officiating services for individuals aged 5-18 at Sheppard Air Force Base, Texas.

• Provide qualified personnel, equipment, tools, and supplies for officiating.

• Officiate basketball (2 referees per game, NTE 56 games/year), soccer (1 referee per game, NTE 40 games/year), and flag football (1 referee per game, NTE 40 games/year).

• Officials must be a minimum of 18 years of age and possess current sport-specific certifications.

• Enforce rules according to Sheppard AFB by-laws, High School UIL, and National Standards for Youth Sports (Air Force Instruction 34-249).

• Officials cannot participate as players or coaches in the sport they officiate, nor be closely related to participants or assigned to the same organization.

• Contractor is responsible for game conduct, spectator control, and developing a plan for emergencies/disturbances, subject to pre-approval.

• Schedule officials with at least 48-hours advance notification during the regular season and 24-hours during playoffs.

• Officials must arrive 15 minutes before game time and wear sport-specific uniforms and equipment.

• Immediately call 911 for medical emergencies and report injuries before 0800 hours the next duty day.

• Report player/coach ejections or game protests in writing.

• Provide score cards for Flag Football.

• Report safety hazards and damage to government property promptly.

• Stop games immediately upon a lightning warning and resume only when safe.

• Ensure all players wear required personal protective clothing and equipment.

• Officials must adhere to specified rules and industry standards.

• Clinics must be provided one week prior to each sport season and as needed during the season.
