This is a pre-solicitation notice for an upcoming Blanket Purchase Agreement (BPA) to provide meals for troops on Inactive Duty Training/Unit Training Assemblies (IDT/UTA) at Offutt AFB. The 820th IS has an ongoing requirement, and 55 CONS plans to award one BPA to a single contractor.

The contractor must be able to provide a variety of hot and ready-to-eat meal options, including:

• Breakfast options (e.g., Egg and Bacon/Sausage, Oatmeal, Vegan Omelette, Gluten-Free options)
• Various lunch/dinner options (e.g., Turkey Wrap, Roast Beef Sandwich, Chicken Wrap, Italian Sandwich, Vegan, Gluten-Free, Beef, Fish, Pasta with Salad/Bread).

Delivery must be available upon 15 days prior notice at specified times, 24 hours a day, 7 days a week during winter operations (October-April).

• Ordering Period: Five years from the date of award.

• Place of Performance: Offutt AFB, Nebraska.

• This requirement will be orally solicited outside of SAM.gov.

• Closing Response Date: 24 April 2026.

• Proposed Solicitation Period: Oral solicitation will be sent within 3 weeks of the response date.

• Interested parties should send notice to be included in the oral solicitation.

• All responsible sources may submit a quotation, which will be considered.

• Proposed Set-Aside: 100% Total Small Business Set-Aside.

• Offerors must be currently registered in SAM.gov.

Statement of Need (SOW)

This document outlines the need for catering services to provide three meals per day (breakfast, lunch, and dinner) to approximately 35 Enlisted Traditional Reservists of the 820th Intelligence Squadron during their monthly Inactive Duty Training (IDT) weekends. The goal is to ensure nutritional support aligned with Air Force fitness standards and readiness goals.

• Provide breakfast, lunch, and dinner for approximately 35 personnel per drill weekend.

• Exact headcounts will be provided monthly via email order with a minimum of 15 calendar days lead time.

• Meals must adhere to specific nutritional guidelines: Breakfast 500–800 kcal; lunch and dinner 800–1,000 kcal each, emphasizing whole-food, minimally processed options.

• Avoid highly processed/ultra-processed foods, excessive fried items, added sugars, unhealthy fats, and high sodium.

• Offer a rotating/cycle menu with 4-6 options per meal type for variety.

• Accommodate approximately 5% vegan and 2% gluten-free dietary needs.

• Meals must be individually sealed/tamper-evident, labeled with contents, allergens, prep date/time, and reheating instructions.

• Food must be prepared locally and delivered to the specified location at Offutt AFB, Nebraska.

• The contract will be a Blanket Purchase Agreement (BPA) with indefinite delivery.

• Aligned with the FY drill schedule, typically the first weekend of each month (Saturday and Sunday), with 11 weekends per year (exceptions for July).

• Delivery Location: Primary; East side of Bldg D (Martin Bomber Building), Offutt AFB, Nebraska.

• Delivery windows: 0700 for breakfast, 1100 for lunch, and 1600 for dinner (grab-and-go).

• Contractor is not required to be based locally, but food must be prepared locally.

• ServSafe-certified kitchen manager required.

• Base access will be managed via company spreadsheet list and vehicle inspection.

• Prices confirmed for 12 months preferred.

• Federal tax-exempt status is applicable.

• Payment via GPC card upon delivery, inspection, and acceptance.
