This amendment modifies Solicitation 140L122600014, originally dated 04/14/2026.

• Item 00010 (Flight Helmets - Large): The description has been updated to include "shell color shall be Matte White or gloss white or any available white color." The detailed specifications for the helmet remain the same, emphasizing integrated protection, lightweight design, and compatibility with aviation communication systems.

• Item 00020 (Flight Helmets - Extra Large): Similar to Item 00010, this amendment adds the specification for "shell color shall be Matte White or gloss white or any available white color." The core requirements for the extra-large helmet are unchanged.

• Item 00030 (Flight Helmets - XX Large): This amendment updates the description to include "shell color shall be Matte White or gloss white or any available white color." The detailed specifications for the XX-large helmet are consistent with the other sizes.

• The primary changes affect the "SUPPLIES/SERVICES" descriptions for line items 00010, 00020, and 00030.

• The amendment extends the hour and date for receipt of offers. Bidders must acknowledge receipt of this amendment. Failure to do so may result in offer rejection. Offers already submitted may be amended via separate communication referencing this amendment.

Solicitation / RFP / RFQ

This document is a Combined Synopsis-Solicitation Request for Quotation (RFQ) from the U.S. Department of the Interior, Bureau of Land Management (BLM), Palm Springs Field Office. It seeks firm, fixed-price quotes for flight helmets. This is the only solicitation, and a written solicitation will not be issued. The acquisition is set aside for small businesses under NAICS code 334290 (Other Communications Equipment Manufacturing).

The primary requirement is for rotary-wing aircrew flight helmets, "Brand Name or Equal" to the MSA Gallet LH250 Flight Helmet, in sizes Large, Extra Large, and XX Large.

The helmets must provide:

• Integrated head, eye, and hearing protection.
• Lightweight (approx. 2.5 lbs or less) and well-balanced design.
• High-strength composite shell with energy-absorbing liner.
• Impact and penetration protection.
• Secure retention system.
• Dual-visor system (tinted and yellow) with UV protection and high optical clarity.
• Superior hearing protection (passive and/or active noise reduction).
• Full compatibility with aviation communication systems.
• Fully adjustable and maintainable fit system.
• Reliable performance in extreme environmental conditions.
• Compliance with EN 966 and DOI Aviation Life Support Equipment (ALSE) requirements.

Each unit must include:

• Integrated dual-visor system.
• Carbon hard visor cover.
• Comfort liner.
• Civilian helicopter interface (HI) with 12-inch coil cord and U-174 plug.
• 300-ohm speakers.
• Electret microphone with wire boom.
• High-noise environment microphone.
• Large oval ear cup spacers for ANR compatibility.
• CEP mono complete kit.
• Foam microphone muff.
• DOI certification kit with Fidlock chinstrap.
• Comfort ear cups.
• All required labeling.

All components must be installed, tested, and ready for immediate operational use upon delivery. No additional installations, components, attachments, or labor are required from the vendor beyond the complete helmet configuration.

• Offerors must be registered and active in the System for Award Management (SAM).

• The overall quote must consist of a completed Standard Form 18, applicable Amendments, and a detailed product description of "Brand Name or Equal" demonstrating technical capability.

• Evaluation criteria: Lowest Price Technically Acceptable (LPTA) in accordance with all requirements and specifications. Evaluation will also consider Brand Name or Equal submissions.

• Set-aside for small business.

• NAICS Code: 334290 (Other Communications Equipment Manufacturing).

• Size Standard: 800 Employees.

• This solicitation incorporates provisions and clauses in effect through Federal Acquisition Regulations 2026-01.
