Scope of Work
The acquisition requires the manufacture and delivery of 1 Quart Canteen/General Purpose Pouches (NSN: 8465-01-532-2303) in Coyote Brown, conforming to specification CO-PD-02-02R dated May 9, 2024. The contract includes a guaranteed minimum quantity of 6,150 EA, an annual estimated quantity of 24,600 EA, and a maximum quantity of 92,250 EA. Deliveries will be FOB destination to DLA's third-party logistics (3PL) depots in Lansing, MI; Pendergrass, GA; and Austin, TX. All materials must be of domestic origin in compliance with DFARS 252.225-7012 (Berry Amendment).

Evaluation Criteria
Award will be made to the responsible offeror providing a technically acceptable proposal with the lowest evaluated price. Technical acceptability is based on meeting all solicitation requirements and specific non-cost/price factors, primarily a Product Demonstration Model (PDM). The PDM will be evaluated on visual, dimensional, and fit requirements. A First Article Test (FAT) is also required post-award, with the contractor bearing all costs. Price evaluation will ensure fair and reasonable pricing in accordance with FAR 15.4.
