Deliveries will be made to DLA's third-party logistics (3PL) depots in Lansing, MI; Pendergrass, GA; and Austin, TX.

Evaluation Factors

Award will be based on a Lowest Price Technically Acceptable (LPTA) methodology. Technical acceptability will be determined by meeting solicitation requirements without exception and based on the following non-cost/price factors (in order of importance):

  • Product Demonstration Model (PDM): One (1) sample of the pouch will be examined for:
    • Visual Requirements
    • Dimensional Requirements
    • Fit Requirements Note: No alternate materials are allowed, except for color, which must be called out.
  • Price Evaluation: Prices will be evaluated per FAR 15.4 for fairness and reasonableness. Offerors must provide unit prices for each tier.
