Deliveries will be FOB destination, with inspection and acceptance at origin, to DLA's third-party logistics (3PL) depots in Lansing, MI; Pendergrass, GA; and Austin, TX.

Evaluation
Award will be based on a Best Value Tradeoff approach, following DoD Source Selection Procedures. The evaluation factors, in order of importance, are:
- Product Demonstration Models (PDMs): Visual and Dimensional Requirements (equal importance).
- Past Performance: Recency, Relevance, Past Quality of Products (Past Quality, Past Delivery Performance) (equal importance).
PDMs and Past Performance combined are more important than cost or price. As other evaluation factors become more equal, price gains importance. Offerors must submit two (2) sets of the Carrier, Radio Set for PDM, provide complete past performance information, and offer a unit price for each tier and NSN.
Additional Notes
A First Article Test (FAT) is required, with two (2) sample sets to be submitted 60 days after award. All materials must be of domestic origin, complying with DFARS 252.225-7012 (Berry Amendment). Offerors must be registered in SAM. The solicitation will be posted on DLA DIBBS (https://www.dibbs.bsm.dla.mil/).
