Purpose & Justification
The DOI intends to procure Angel Armor EVS for NPS Law Enforcement Officers. This sole-source action is justified by NPS policy (RM-9 Chapter 29) which mandates the use of LESES-approved External Vest Carriers, with only two models exclusively manufactured by Angel Armor. Market research confirmed Angel Armor does not authorize resellers for the full configuration or custom sizing, and existing GSA resellers do not carry all required models or components. Past evaluations found alternative vests did not meet NPS requirements for fit, safety, NIJ compliance, rifle-plate integration, or heat management. Angel Armor also holds patents for the required specifications.

Contract Details
- Immediate Purchase: Standalone Firm-Fixed-Price (FFP) purchase order (under Simplified Acquisition Threshold). Delivery required by August 2026.
- Follow-On IDIQ: Single-Award, FFP, FAR Part 12 Commercial IDIQ with a 5-year ordering period. Estimated ceiling of $975,000 and a minimum guarantee of $500.
