Amendment / Modification

This amendment addresses a vendor's question regarding the requirement for physical sample boots.

• The requirement for shipping a physical sample boot for evaluation has been removed.

• Vendors are no longer required to ship a physical sample boot.

• Instead, vendors must provide specifications of the boots, including 360-degree pictures (showing heel and top view).

• Vendors must also ensure the specifications confirm that the boots are Berry compliant.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 13 Simplified Acquisition Procedures. It constitutes the only solicitation, and a Request for Quotation (RFQ) is being requested. The procurement is for firefighter Honeywell PRO Series 3003 Station Duty Boots and firefighter Honeywell PRO Series 5050 First Responder Struximity boots. The NAICS Code is 316210 (Footwear Manufacturing) with a business size standard of 1000 employees. This solicitation is issued as full and open competition.

• Provide firefighter Honeywell PRO Series 3003 Station Duty Boots (work boots) and firefighter Honeywell PRO Series 5050 First Responder Struximity Boots.

• Quantities: Up to 150 pairs of station duty (work) boots per year and 50 pairs of Struximity Boots per year.

• Specific models and sizes are detailed in the Statement of Work (SOW) attachment.

• No partial shipments are permitted unless specifically authorized at the time of award.

• Contract Type: Firm Fixed Price (FFP).

• Period of Performance:

  • BASE: 30 JAN 2026 TO 29 JAN 2027
  • OPTION YEAR 1: 30 JAN 2027 TO 29 JAN 2028

• Inspection and Acceptance: At Destination by the Government.

• Reference solicitation number N00244-26-Q-S018 on all documents and requests for information.

• Quotes must be received no later than 26 SEPT 2026, 10:00 AM Pacific Standard Time.

• The Government will award on the basis of price and technical, unless past performance information indicates a different best value.

• Options will be evaluated by adding the total price for all options to the total price for the basic requirement.

• Full and open competition.

• Offerors must complete all Representations and Certifications found in the provisions within their profile in the System for Award Management (SAM) at http://www.sam.gov.

• This solicitation incorporates provisions and clauses in effect through the latest Federal Acquisition Circular and DFARS change notices.

• Technical and contractual clarification requests are to be submitted in writing via email to jheanna.u.poblete.civ@us.navy.mil no later than 22 January 2026, 12:00:00 PM Pacific Standard Time. Answers will be provided via amendment.

• Agency protests will be processed by Fleet Logistics Center San Diego (FLCSD).

• Contractor unit prices may be releasable under the Freedom of Information Act (FOIA).

Statement of Work (SOW)

To procure Fire Fighter Station boots and Proximity/Structural boots that meet Berry Amendment compliance and operational requirements, replacing discontinued Honeywell models.

• Provide Honeywell Station boots (#3003) or Berry compliant equivalent, and Globe PROXIMITY 14 in. Pull-On Structural Boots or Berry compliant equivalent.

• Boots must be NFPA 1971 compliant (Proximity Fire Fighting) and NFPA 1971 compliant (Structural Fire Fighting).

• Quantities: 150 pairs of Station boots and 100 pairs of Proximity/Structural Boots in the Base Year; 150 pairs of Station boots and 64 pairs of Proximity/Structural Boots in Option Year One.

• Station Boots (Honeywell PRO-Warrington Model #3003 or equivalent) must be:

  • Berry Compliant
  • ANSI approved
  • 8" high, black leather, reinforced toe
  • Water repellent, polishable leather
  • Safety toe, bottom penetration resistance barrier, steel shank, quick donning/doffing features
  • Frontal zipper insert, puncture resistant bottom plate, leather welt
  • Fully cushioned Vibram lug non-marking sole with fire retardant NFPA compound.

• Proximity/Structural Boots (Globe PROXIMITY 14 in. Pull-On or equivalent) must be:

  • Berry Compliant, NFPA 1971 compliant (Proximity & Structural Fire Fighting), ANSI approved
  • 14" high pull-on
  • Water and flame-resistant softened tumbled leather
  • Internal, full-height Omaha fabric with 300 g. insulation, GORE CROSSTECH
  • Two Kevlar blend layers and one layer of aluminized PBI fabric
  • Shin guard, heel counter, lasting board, safety toe cap
  • Composite shank resistant to extreme temperatures, abrasions, cuts, and punctures
  • VIBRAM Contoured Cup Outsole and Toe Bumper
  • NOMEX pull straps reinforced by leather
  • NFPA 1992 compliant (Liquid Splash) required.

• Base Year: January 30, 2026 – January 29, 2027

• Option Year One: January 30, 2027 – January 29, 2028

• Place of performance will be as directed by the Ordering Official.

• Vendors must submit a sample pair of boots for evaluation.

• Suggested sample sizes: Station Boot Size 10-E, Proximity Boot Size 10-E.

• Shipping address for samples: CNRSW HQ – FEDFIRE, N30, 8TH FLOOR, ATTN: JOSEPH RIVERA, 750 PACIFIC HWY, SAN DIEGO CA 92132.

• Vendor shall provide Return Authorization (RA) for sample returns.

• Cost of shipping for delivery of boots is included in the purchase price.

• If boots do not fit, they will be returned at no cost to the end user, and the vendor will ship the correct size.
