88th Army Band Instruments and Supplies

This is a combined synopsis/solicitation for commercial items to procure musical instruments and supplies for the Rhode Island Army National Guard (RIARNG). The government intends to award a Firm-Fixed-Price contract.

• A list of instruments and supplies as detailed in the supply list (Attachment 1).

• Offerors must meet customization graphic requirements in the Custom Drumhead Specifications (Attachment 2).

• Complete information for specified items must be provided in the CLIN Structure Quote Format (Attachments 3).

• Only new items are accepted; refurbished, remanufactured, or "gray market" items are not allowed.

• Contract Type: Firm-Fixed-Price

• Delivery: No later than 120 days after receipt of order. Offerors must provide their delivery date with their quote.

• FOB Destination: 2841 South County Trail, Camp Fogarty, Building 235, East Greenwich, RI 02818-1728

• Due Date: Offers must be submitted by 5:00 PM EST on May 5, 2026.

• Submission Method: Email offers to Ryan Lawton (ryan.s.lawton.civ@army.mil) and Shane Murray (shane.c.murray2.civ@army.mil).

• Basis for Award: Award will be made to the eligible, responsive offeror with the lowest priced quote that meets all requirements.

• Questions Deadline: Technical questions must be submitted in writing via email to Ryan Lawton by Noon EST on April 29, 2026.

• Set-Aside: This solicitation is 100% set-aside for Small Business.

• NAICS Code: 334310 – Audio and Video Equipment Manufacturing (Size Standard: 750 employees).

• PSC Code: 7710 – Musical Instruments

• The agency is exempt from Federal, State, and Local taxes; do not include tax in quotes.

• Vendors must be registered in the System for Award Management (SAM) at https://www.sam.gov.

• Payment will be made via Wide Area Work Flow (WAWF).

• This announcement constitutes the only solicitation; a written solicitation will not be issued.

• Customization Graphic Requirements:
  • Coordination: Vendor must coordinate with Government POC post-award for graphic application.
  • Proof: Vendor must provide proof/mockup for Government approval prior to production, showing size and placement.
  • Graphic Type: Tone-on-tone (etched) or single-color print only; no full-color graphics.
  • Graphic File: Government will provide the final graphic file in the vendor's required format after award.
  • Production Start: No production until written approval of proof is received from Government POC.
  • Pricing: Award will be firm fixed price; no price adjustments after award due to artwork or proof approval.

  • Line 36: 26" Marching Bass drum custom drum head, centered, no mic hole – 88th Army Band.
  • Line 39: 20" Marching Bass Drum custom drum head cover, fabric, centered, no mic hole – 88th Army Band.
  • Line 40: 18" Marching Bass Drum custom drum head, no mic hole – 88th Army Band.
  • Line 37: 22" Bass Drum Custom drum cover, fabric, no mic hole, logo centered to 20” – Battle Rhythm (88th Army Band).
  • Line 38: 22" Bass drum and sousaphone custom cover, no mic hole, logo centered to 20", fabric – Coyote Brass.
