Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products for the Rhode Island Army National Guard (RIARNG) to procure musical instruments and supplies. This announcement serves as the only notice, and quotes are being requested.

• Procurement of musical instruments and supplies as detailed in Attachment 1.

• New items only; refurbished, remanufactured, or "gray market" items are not allowed.

• The government intends to award a Firm-Fixed-Price contract.

• Delivery is required no later than 120 days after receipt of order.

• FOB Destination.

• Due Date: Offers must be submitted by 5:00 PM EST on July 7, 2026.

• Submission Method: Quotes should be submitted via email to Steven Tamayo (steven.tamayo.civ@army.mil) and Shane Murray (shane.c.murray2.civ@army.mil).

• Basis for Award: Award will be made to the eligible, responsive offeror whose quote represents the lowest priced quote and meets the requirements.

• Questions: Technical questions must be submitted in writing via email to Steven Tamayo by Noon EST on July 7, 2026. Responses will be incorporated into a written amendment.

• This solicitation is a 100% Small Business Set-Aside.

• The North American Industrial Classification System (NAICS) code is 339992 – Musical Instrument Manufacturing, with a business size standard of 1,000 employees.

• Quoters must have an active SAM.gov registration under the specified NAICS code at the time of quote submission.

• The agency is exempt from Federal, State, and Local City taxes.

• Payment will be made by Wide Area Work Flow (WAWF).

• Vendors must be registered in the System for Award Management (SAM).

• Applicable clauses and provisions are incorporated by reference and can be found at https://www.acquisition.gov/.

• An addendum to RFO 52.212-1 incorporates National Guard Protest Procedures.
