Submission & Evaluation
Proposals must be submitted by March 4, 2026, 1100 Eastern Time. Submissions should include at least a ship name, a price, and a signature, preferably on SF 1449 or letterhead. A dedicated fuel consumption template (Excel) is provided and crucial for detailed pricing. Evaluation will be based on the Lowest Price Technically Acceptable (LPTA) methodology, considering technical capability, price (charter hire rate, fuel price, and other elements), and overall solicitation compliance. Preference will be given to U.S. flag vessels and those with 50% or more overhaul, repair, and maintenance work conducted in a U.S. shipyard.
