Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items, issued as a Request for Quote (RFQ) under FAR Part 12 and Part 13. The National Park Service (NPS) intends to award a Firm Fixed Price purchase order for the delivery of bulk bituminous coal. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.

Statement of Work (SOW)

To preserve, interpret, and protect the history of steam railroading in America, including the historic railroad yard, collections, technical knowledge, and skills that further public understanding of steam railroading's impact on U.S. industry, commerce, and society.

• Furnish all labor, transportation, materials, supplies, and supervision for the delivery of bulk bituminous coal.

• Coal must be bituminous (soft coal), suitable for a railroad locomotive-style steam boiler, washed LUMP/EGG size (approx. 2.5" x 2" x 1.5"), and free of foreign material and excessive fines.

• Coal must be mined in the USA, compliant with the Buy American Act.

• Coal must contain less than 2% sulfur upon initial delivery and annually thereafter.

• The Government reserves the right to reject any shipment not meeting specifications.

• Deliveries must be inspected to ensure quality standards are met.

• Place of Performance: Steamtown National Historic Site, 150 S. Washington Ave, Scranton, PA 18503.

• Base Period: May 1, 2026 - April 30, 2027.

• Option Periods: Four (4) one-year options, July 15, 2027 - July 14, 2031.

• Deliveries are FOB destination.

• Estimated annual requirement: 80-120 net tons, in minimum shipments of 20 tons.

• Maximum quantity: 200 net tons per contract year.

• Deliveries must be made no later than 5 business days after request.

• Delivery hours: Monday-Friday, 8:00 am - 2:00 pm EST (excluding federal holidays).
