Submission Requirements

Offerors must submit quotes via email to joseph.wurmstein@va.gov by March 26, 2026, at 4:00 PM MT. The email size limit is 4MB. All questions must be submitted in writing by March 20, 2026, at 4:00 PM MT. Quotes must be complete, signed, and dated, and include three volumes:

  • Volume I: Technical capability demonstrating how requirements are met and specifying the type of DEF offered.
  • Volume II: Completed Attachments for VAAR Clause 852.219-76 (Limitations on Subcontracting) and RFO Provision 52.225-2 (Buy American Certificate). Failure to complete these certifications will render the offer ineligible.

Evaluation Criteria

  3. Price. Offers that do not meet or exceed the technical capability will not be selected, regardless of price. The Government reserves the right to make an award solely on initial quotes.
