Justification for Other Than Full and Open Competition

This document justifies the award of a Firm-Fixed-Price (FFP) contract on a Brand Name basis for the DZYNE Dronebuster Block 4 system. This system is required by the 91st Security Forces Group (91 SFG) for base defense, security force mobility, and dismounted operations at Minot Air Force Base, North Dakota.

• Procurement of the DZYNE Dronebuster Block 4 electronic attack system.

• Supply, delivery, and initial operator training for the system.

• The system must be man-portable and capable of detecting, disrupting, and defeating drone threats via radio frequency (RF) jamming and Global Navigation Satellite System (GNSS) disruption.

• The contract will be Firm-Fixed-Price (FFP).

• The justification is made on an individual basis.

• The solicitation will be posted on SAM.gov as a "Brand Name" requirement.

• Competition will be sought among authorized distributors of the DZYNE Technologies product.

• The Contracting Officer is responsible for evaluating and determining the anticipated contract cost/price as fair and reasonable.

• This justification is for Other Than Full and Open Competition, citing 10 U.S.C. 3204(a)(1) as the authority, stating only one responsible source and no other supplies or services will satisfy agency requirements.

• The DZYNE Dronebuster Block 4 is the standard-issue handheld counter-drone system authorized for use by the Department of War (DoW), ensuring operational approval and meeting stringent military performance and safety standards.

• This approach ensures seamless interoperability with existing base defense architectures and maintains standardization across Air Force Security Forces.

• Competition will be sought at the distributor level to ensure fair and reasonable pricing.

Solicitation / RFP / RFQ

This is a Request for Quotation (RFQ) for commercial items to procure the DZYNE Technologies Dronebuster® Block 4, a man-portable, handheld Counter-Unmanned Aerial System (C-UAS), for the 91st SFG. The acquisition is being issued as a Firm-Fixed Price (FFP) RFQ.

• Procurement of the DZYNE Technologies Dronebuster® Block 4.

• Detailed specifications are provided in Attachment 1 – Salient Characteristics.

• Contract Type: Firm-Fixed Price (FFP).

• Place of Delivery/Performance/Acceptance/FOB Point: F.O.B. Destination: Minot AFB, ND 58705.

• Funds are not presently available; no award will be made until funds are available. The Government reserves the right to cancel this solicitation.

• Response Deadline: Thursday, 26 June 2026, no later than 1100 AM CST.

• Quotes must be submitted via email to the Points of Contact (POCs) and Contracting Officer.

• Quotes must be valid through 30 September 2026.

• Evaluation Criteria: The Government intends to award a single, firm, fixed price purchase order to the responsible Quoter whose quote represents the Best Value, considering Technical Capability and Price. Technical capability is pass/fail.

• To demonstrate technical compliance, Quoters must submit product literature and clear photographs for each unique item.

• Quotations that do not meet all technical requirements will be considered unacceptable.

• Price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate.

• NAICS Code: 334511 - Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

• Small Business Size Standard: 1,350 employees.

• Acquisition is solicited as full and open.

• Questions may be submitted no later than 24 June 2026, 1000 CST.

• The Government intends to make an award based on initial quotations without conducting post submittal-inquiries.

• Authorization: The drone buster Block 4 is the only authorized item for cUAS with a waiver of use and 130i approval and spectrum certification, replacing the EOL Block 3 Dronebuster.
