Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) establishes performance requirements for contractor support to enable training organizations to effectively exercise their personnel by simulating actual conditions. The goal is to enhance domestic contingency preparedness and exercise evaluations.

The contractor shall provide non-personal services for the Nevada 92nd CERFP Supported Collective Training Event (SCTE) FY 26. This includes providing:

• The contractor must maintain an adequate workforce for uninterrupted performance.

• Quality Control: Contractor must develop and implement an effective Quality Control System and Plan (QCP).

• Quality Assurance: Government will evaluate performance based on a Quality Assurance Surveillance Plan (QASP).

• Performance ratings will be monitored (Green, Yellow, Red).

• Non-personal services contract; no government supervision or control over contractor personnel.

• Teleworking is not authorized.

• Contractor employees must comply with installation regulations and security requirements.

• Criminal background checks and pre-screening (e.g., E-Verify) are required for employees.

This solicitation is a Request for Quotation (RFQ) for noncommercial services to support the 92nd CBRNE Enhanced Response Force Package (CERFP) Supported Collective Training Event (SCTE). The government is procuring personnel, equipment, supplies, transportation, tools, materials, and supervision to provide a realistic training element.

Requirements include, but are not limited to:

• One Contract Manager and one on-site manager.

• Role players and rubble pile training support personnel.

• Four emergency medical technicians and two ambulances.

• Materials for role player support, including life support services (meals and water).

• Two Glo-Germ kits.

• One all-terrain forklift or SKYTRAK forklift (10,000 lbs. capacity).

• Setup and operation of moulage sites, holding sites/break areas, and role player transportation.

• 20 Portable latrines with services.

• Structural Collapse Venue site reset.

• 10 manikins.
