Statement of Work (SOW) / Performance Work Statement (PWS)

To assist and execute multiple functional Chemical, Biological, Radiological, Nuclear (CBRN) Weapons of Mass Destruction (WMD) Field Training Exercises (FTX) for the 93rd WMD-CST (Hawaii) over a two-year period (FY26-FY27).

• Provide personnel, equipment, tools, materials, supervision, and quality control for exercise support.

• Design and execute CBRN training scenarios, including active shooter with casualties, HME, collapsed structures, and mass casualty triage.

• Coordinate and secure training venues across multiple islands in Hawaii.

• Identify, manage, and facilitate county volunteers for exercises.

• Ensure exercises are compliant with Homeland Security Exercise and Evaluation Program (HSEEP) standards and nested within the Hawaii National Guard Homeland Defense Framework.

• Develop and provide Master Scenario Event Lists (MSEL) and After Action Reviews (AAR).

• Conduct Table Top Exercises (TTX) with presentations and scenarios.

• Exercises must measure the training and readiness level of the 93rd CST.

• Scenarios must reinforce interoperability, communications, and aid in developing standard operating guidelines.
