Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing comprehensive custodial services at Nellis AFB, Nevada. The primary goal is to maintain a satisfactory facility condition and a clean, neat, and professional appearance across all designated areas.

• Facility Cleaning: Includes routine cleaning of non-carpeted floors (vinyl tile, ceramic tile, wood, concrete), carpeted floors, stairways, elevators, accessible lifts, and walk-off mats. Tasks involve sweeping, dusting, vacuuming, spot cleaning, and effective routine cleaning methods.

• Restroom/Locker Room Services: Comprehensive cleaning and disinfection of all surfaces, including sinks, toilets, urinals, showers, and fixtures. Restrooms must be kept stocked with supplies (toilet tissue, paper towels, hand soap), and trash must be removed and liners replaced.

• Periodic Cleaning: Services include periodic hard floor maintenance (cleaning, scrubbing, sealing, polishing, waxing) and carpet restorative cleaning (deep cleaning, soil extraction, drying).

• Special Cleaning Requirements: Specific cleaning tasks are required for Child and Youth Programs, Child Development Centers (CDCs), Youth Centers, Fitness Centers, and PAX Terminals. These areas have unique requirements, including background checks for personnel, specific cleaning solutions, and adherence to operational hours.

• Contractor Provided Equipment and Supplies: The contractor is responsible for providing and maintaining all necessary equipment and vehicles. • A Quality Control Plan (QCP) is required to demonstrate processes for monitoring and control, including inspection systems, deficiency prevention, and inspection records.

Amendment / Modification

This document, "Addendum 52.212-2 Evaluation Factors for Award," provides details on the evaluation criteria for the solicitation. It outlines the purpose of the solicitation requirements, the contract type (Firm Fixed Price Indefinite Delivery/Indefinite Quantity - IDIQ), and the evaluation approach which will NOT use FAR Part 15 based evaluations.

• The spreadsheet is divided into sheets for Ordering Year 1 through Ordering Year 5 (June 1, 2026 - May 31, 2031).
