Quick Summary

The Department of the Navy / NAVSUP Weapon Systems Support (NAVSUP WSS) Philadelphia intends to issue a sole source presolicitation for a Duct Assembly (NSN 1R-9999-LLIP5C146-QF, P/N 74A833713-1001). The procurement is for a quantity of one (1) unit, FOB Origin. This is a presolicitation notice, with the solicitation (RFP) anticipated to be posted around April 14, 2026, and responses due by May 13, 2026.

Scope of Work

This requirement is for the spare part support of a specific Duct Assembly (P/N 74A833713-1001) for aircraft support equipment. The Government has identified THE BOEING COMPANY (CAGE: 76301) as the Original Equipment Manufacturer (OEM) and the only known source, as it does not own the data or rights to purchase from additional sources.

Contract & Timeline

  • Type: Presolicitation (Sole Source Intent)
  • Duration: 1 year
  • Set-Aside: Not a Total Small Business Set-Aside (Open Market)
  • NAICS Code: 327991
  • PSC: 9999 (Miscellaneous Items)
  • Anticipated RFP Issue Date: April 14, 2026
  • Anticipated RFP Response Due: May 13, 2026
  • Anticipated Award Date: May 28, 2026
  • Published Date: March 31, 2026

Sole Source Justification & Response

The Government intends to solicit and negotiate with only one responsible source, THE BOEING COMPANY, under the authority of 10 U.S.C. 2304(c)(1), as supplemented by FAR 6.302. This is due to the OEM status and lack of Government data rights. All responsible sources may submit a capability statement, proposal, or quotation. Information received will be considered for determining whether to conduct a competitive procurement.

  • Commercial Item Interest: Interested persons may identify their interest and capability to satisfy the requirement with a commercial item within 15 days of this notice (by April 15, 2026).
  • Proposals for Competitive Procurement: Proposals received within 45 days after the publication date (by May 15, 2026) will be considered.
  • Source Approval Request (SAR): Firms not already approved to manufacture this material must submit a SAR. However, this procurement will not be delayed for SAR approval.

Additional Notes

This acquisition will use provisions, clauses, and procedures prescribed in FAR Part 15. The Government is not using FAR Part 12 (Acquisition of Commercial Items). UID requirements and Buy American Clauses will apply. Electronic procedures will be used, and the RFP will be posted to NECO. No telephone requests will be honored.
