Sole Source Justification & Response
NAVSUP WSS intends to solicit and negotiate with Sikorsky Aircraft Corp. as the only responsible source, citing 10 U.S.C. 2304(c)(1) and FAR 6.302. Sikorsky is the OEM, and the government does not possess the necessary data rights for competitive procurement. While this is not a request for competitive proposals, all responsible sources may submit a capability statement, proposal, or quotation. These will be considered solely to determine if a competitive procurement is feasible. Firms not currently approved to manufacture this material must submit a Source Approval Request (SAR), but the procurement will not be delayed for SAR approval.
