This document is a Sources Sought Synopsis issued by the Department of Veterans Affairs, National Cemetery Administration (NCA) for market research purposes. The NCA is seeking information from interested vendors capable of providing "Concrete Grave liners" for the Sarasota National Cemetery. The required grave liners are pre-cast concrete and must be compatible with the cemetery's interment operations, specifically GL2 (30x86 inside dimension), GL7 (35x90 inside dimension), and GL8 (39x93 inside dimension).

Key specifications include:

• Replacement of damaged liners at no cost to the Government.
• Contractor responsibility for any damage to cemetery grounds during delivery.
• A requirement to report to the cemetery administration building upon arrival.
• At least 24 hours advance notice to the COR before performing work.
• Deliveries to be performed between 8:00 am and 4:00 pm local time, Monday through Friday, excluding Federal holidays.
• Deliveries may be rescheduled due to unsuitable climate or weather conditions.
• Full compliance with all applicable laws, policies, rules, and regulations.
• Contractor is responsible for obtaining all necessary permits, licenses, and certificates.

This notice is NOT a request for quotes or proposals but is intended to identify potential qualified sources and their business size classifications (HUBZone, 8(a), small, small disadvantage, VOSB, SDVOSB, or large business) for NAICS Code 327390 (Other Concrete Product Manufacturing). The government will use this information to determine if a set-aside for SDVOSB or VOSB is appropriate. Interested vendors are requested to submit a capability statement and past performance experience. Responses will inform future acquisition decisions, and a solicitation may be published later on SAM.gov and/or GSA eBuy. Inquiries are accepted via email only by March 27, 2026, at 10:00 am EST.
