Quick Summary

The Department of Veterans Affairs (VA), National Cemetery Administration (NCA) has issued a Solicitation for the off-site manufacture and nationwide distribution of U1 Blank Marble Markers (Upright Headstone, Marble, Blank, 13" x 42" x 4"). These markers are for on-site inscription programs at National and State cemeteries for deceased veterans. This is a Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Proposals are due by February 23, 2026, at 10:00 AM CST.

Scope of Work

The contractor will be responsible for manufacturing and packaging U1 marble headstones according to precise material, color, and finishing specifications (detailed in Section 4.0 of the solicitation). Deliveries are FOB Origin using Government contracted carriers, with shipments required to be ready for pick-up by the second Monday of each month. Packaging and palletizing must meet ANSI industry standards to prevent damage during transit. The contractor must also provide a preprinted Government Bill of Lading for each shipment.

Contract & Timeline

  • Contract Type: Firm-Fixed-Price, Indefinite Quantity (IDIQ).

  • Minimum Order: 5,000 EA.
  • Maximum Order: 225,000 EA.
  • Set-Aside: Service-Disabled Veteran-Owned Small Business (SDVOSB).
  • Proposal Due: February 23, 2026, at 10:00 AM CST.
  • Published Date: January 23, 2026.
  • Questions Due: February 2, 2026, at 10:00 AM CST.

Evaluation

Proposals will be evaluated based on Price, Technical capability, and Past Performance. Technical and Past Performance, when combined, are considered less important than Price. A tiered evaluation process will be applied, prioritizing SDVOSB concerns, followed by VOSB, then other Small Businesses (including HUBZone and 8(a)), and finally Large Businesses. Offerors must submit a marble sample (13" x 24" x ¾") by the solicitation closing date; samples failing inspection will lead to proposal rejection.

Additional Notes

Offerors must be registered in SAM.gov and certified as an SDVOSB/VOSB in the SBA DSBS system at the time of submission. Proposals and questions should be submitted via email to Weston.Worsham@va.gov. Key attachments include a Bill of Lading Template, technical drawings (A-U1-1 Rev B) detailing headstone specifications, a Sample Review Form for U1 blanks, a Contractor Discrepancy Report, and a Past Performance Questionnaire which offerors must distribute to references for direct submission to the government.
