This document is an "Intent to Sole Source" notice from the Department of Veterans Affairs, VISN 01, Edith Nourse Rogers Memorial Veterans Hospital. It indicates the government's intent to award a single order to A-DEC Inc. for dental equipment, de-installation, and installation. This is not a solicitation, and no other solicitations will be posted.

The requirement is to replace end-of-life dental equipment. This includes dentists' delivery units, assistants' delivery units, dental exam chairs, doctors' stools, assistant stools, dental handpieces, and dental handpiece motors. The scope also covers the de-installation of existing equipment and the installation of new equipment.

Statement of Work (SOW) / Performance Work Statement (PWS)

To replace end-of-life dental equipment at the Edith Nourse Rogers Memorial Veterans Hospital, Bedford VA Medical Center, ensuring continued patient care and compatibility with updated handpiece motors.

• Equipment to be Provided:

  • 6 A-Dec 545STA 12 O'Clock Assistant Instrumentation Units
  • 1 A-Dec 541PRO 12 O'Clock DUO Delivery System
  • 7 A-Dec 521 Doctor's Stools
  • 7 A-Dec 422 A-Dec Assistant's Stools
  • 108 Kavo INTRA LUX KL 703 LED handpiece motors
  • 72 Kavo M05L Mini handpieces

• Services:

  • Installation of all new listed equipment.
  • De-installation of all current equipment being replaced.
  • Provision of all necessary labor, personnel, equipment, tools, materials, and supervision.

• Location: Edith Nourse Rogers Memorial Veterans Hospital, Bedford VA Medical Center, 200 Springs Rd, Bedford, MA 01730.

• Timing: Work to be completed in a single visit, scheduled in advance with the Bedford VA Medical Center's Healthcare Technology Management Service. Installation, configuration, and training to occur on the same day.

• Installation: Contractor to provide labor, materials, tools, etc. for installation. Dates to be coordinated. All personnel must comply with VA security management program and be trained by the manufacturer. Contractor to assess installation space requirements and communicate estimated noise levels.

• Training: Comprehensive onsite training for operating clinicians, including Technical, Operational, Administrative, and Hardware/Software Troubleshooting. Training to occur during normal business hours (8:00 am - 4:30 pm, Monday-Friday). Competency assessments required.

• Compliance: Adherence to Infection Control Risk Assessment, VA security, privacy, and safety standards. Compliance with OSHA Bloodborne Pathogens Standard.

• Property Damage: Contractor responsible for preventing damage to government property and reporting/correcting any damages.

• VA Regulations: Employees must wear visible identification, park in designated areas, adhere to smoking restrictions, and follow cellular phone/two-way radio usage rules near medical equipment. Possession of weapons is prohibited.

• Records Management: Strict adherence to government and agency guidance for protecting sensitive and proprietary information, including records management language as outlined.

• Information Security: Compliance with VA Directives and Handbooks regarding information and information system security, including background investigations, security clearances, and data protection. All VA sensitive information must be stored, transported, or transmitted in FIPS 140-2 validated encrypted form. Firewalls and Web services security controls must meet or exceed VA minimum requirements.
