Submission & Evaluation
A four-step process is recommended for offerors:
- Technical Dialog (Email Communication): Initial contact to discuss research ideas.
- Technical Dialog (Informal White Paper): Submission of a white paper for projects of interest.
- Submission of Formal Research Proposal: If interest is confirmed.
- Contract Award: For selected projects. Proposals will undergo initial review for scientific/technical merit, relevance, and funding availability, followed by a detailed peer review considering proposed research, potential contribution, offeror's qualifications, personnel, past performance, and cost realism.
