Quick Summary

The National Institutes of Health (NIH), specifically the National Heart, Lung, and Blood Institute (NHLBI), has issued a Pre-Solicitation Notice for a Study Coordinating Center (SCC) for the Lung Health Cohort (LHC) Study. This longitudinal study aims to enroll up to 4,000 community-dwelling adults (aged 25-35) across 17 U.S. metropolitan regions to define and characterize lung health, identify modifiable risk factors, and biomarkers for impaired lung health. The agency intends to negotiate an IDIQ contract with an anticipated award date of March 1, 2027. The Request for Proposal (RFP) will be available in SAM.gov no sooner than 15 calendar days from the pre-solicitation's posting date.

Scope of Work

The selected SCC will be responsible for comprehensive support of the LHC Study, including:

  • Program Management: Facilitating management of study personnel, data, and biospecimens.
  • Data Management & Analysis: Organizing address histories for geocoding, evaluating CT scan quality, analyzing LHC data, generating manuscripts (at least one peer-reviewed publication per year expected), and providing statistical support.
  • Oversight & Reporting: Communicating with a single Institutional Review Board (IRB), reporting to the Observational Study Monitoring Board (OSMB), and providing regular progress reports to NHLBI.
  • Study Infrastructure: Overseeing a data repository with quality control, implementing data science methods, maintaining a biospecimen repository, and establishing a 508-compliant study website.
  • Participant Engagement: Organizing annual and ad hoc meetings, conducting a five-year follow-up exam for up to 4,000 participants (including physical assessments, spirometry, CT scans, and questionnaires), and collecting remote follow-up data every 3-6 months.
  • Data Sharing: Complying with NHLBI Data Management and Sharing Policies, including regular deposition of cleaned study data to an NHLBI-approved scientific data repository.

Contract & Timeline

  • Contract Type: Intended Indefinite Delivery, Indefinite Quantity (IDIQ)
  • Period of Performance: Six (6) years
  • Anticipated Award Date: March 1, 2027
  • Published Date: April 16, 2026

Set-Aside

  • Not specified in this pre-solicitation notice.

Submission & Evaluation

This is a pre-solicitation notice only. A formal Request for Proposal (RFP) will be issued on SAM.gov no sooner than 15 calendar days from the posting date of this notice.

Additional Notes

The current cooperative agreement supporting the LHC study coordinating center is expected to conclude in early 2027. The study's overarching goal is to clarify how various factors might alter ideal lung health and increase the risk for future chronic lung diseases.
