This document is a Request for Quotation (RFQ) for a training venue for the FWS Office of Law Enforcement. It is a Firm Fixed Price, Small Business set-aside.

• A training venue is required.

• Bidders must submit a quotation or proposal including:

• Evaluation factors include: Price, Acceptable Specification/Proposal, Past Performance (from CPARS/FAPIIS and Contracting Officer's knowledge).

• This is a Small Business set-aside.

• The government is not obligated to pay for preparation costs.

• Standard Form 18 (Rev. 6/1995) is used for this RFQ.

Wage Determination

This document establishes the minimum wage rates and fringe benefits for various occupations employed under service contracts in Jefferson County, West Virginia. It is issued under the Service Contract Act.

• Applicability: This wage determination applies to contracts covered by the Service Contract Act.

• Occupational Listings: The document provides a comprehensive list of occupations with corresponding minimum hourly wage rates.

• Vacation: 2 weeks paid vacation after 1 year of service, 3 weeks after 5 years, and 4 weeks after 15 years.

• Holidays: A minimum of eleven paid holidays per year are specified.

• Hazardous Pay: Differentials of 8% or 4% are applicable for work involving ordnance, explosives, and incendiary materials.

• Uniform Allowance: Contractors must provide uniforms or reimburse employees for their cost and maintenance ($3.35 per week for cleaning/maintenance, unless "wash and wear" materials are used).

• Conformance Process: Procedures are outlined for classifying and determining wage rates for occupations not listed in the determination.

• Bidders should carefully review the listed occupations and corresponding wage rates to ensure compliance with the Service Contract Act and Executive Orders.

Statement of Work (SOW) / Performance Work Statement (PWS)

To secure a training venue for the US Fish and Wildlife (USFWS) Office of Law Enforcement (OLE) Use of Force Program (UOFP) in 2026.

• The program consists of six (6) training weeks, each with five (5) training days (Monday-Friday).

• Daily training hours are 0800-1700 with a one-hour lunch.

• Total instructional hours per week: 40.

• Approximately 175 Special Agents will be trained between June and December 2026.

• Weekly attendance: 18-36 agents, plus 6 instructors.

• Not explicitly detailed in this document, but the venue must support specific training scenarios.

• Training sessions to occur between June 1, 2026, and December 15, 2026, avoiding federal holidays.

• Venue must be located within 1 hour's drive of the National Conservation Training Center (NCTC) in Shepherdstown, WV.

  • Friday (Day 5): Three (3) large, covered structures for Undercover Rescue Training (18 students).

• General Structure Requirements:

  • Covered, with multiple corner and center-fed rooms and hallways.
  • Catwalks for student observation are preferred.
  • Large enough for demonstrations and drill repetitions for the specified number of students.
  • Capable of training in low light conditions.
  • Force on force capable.
  • In close proximity to each other.
  • Wednesday's mechanical breaching structure must be capable of push and pull breaching with ram and Halligan use.

• Other Requirements:

  • Secure storage capability: Fourteen (14) foot trailer.
  • Onsite portable toilets or equivalent for handwashing/bathrooms near training structures.

  • Monday: Group A (Search Warrant, 18 agents)
  • Tuesday: Group A (UC Rescue, 18 agents)
  • Wednesday: Group A (Mechanical Breach, 18 agents) & Group B (Tac Med, 18 agents)
  • Thursday: Group B (Search Warrant, 18 agents)
  • Friday: Group B (UC Rescue, 18 agents)
  • Note: Specific dates for the six sessions are to be determined, avoiding federal holidays.
