A10 Strategic Plans and Policy Support Services - FY26

Request for Information (RFI)

This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. It does not commit the Government to any contract. The primary objective is to identify potential vendors with the experience and capabilities to perform the work described in the attached Performance Work Statement (PWS) for the A10 Strategic Plans and Policy Support Services (SPPSS). A secondary objective is to engage industry for insights on risks, opportunities, and recommendations related to the acquisition. The RFI also provides an advanced delivery of the Draft PWS to allow qualified vendors time to consider a potential RFP response and build teaming relationships, anticipating a compressed response cycle if an RFP is issued.

The U.S. Air Force (AF/A10) provides Strategic Deterrence and Nuclear Integration. This effort requires technical, analytical, operational, programmatic, and planning support for AF/A10 and its divisions. The support will cover areas such as International Treaties and Agreements, Foreign Clearance Program, Countering Weapons of Mass Destruction, Nuclear Stockpile Management, Missile Defense, Nuclear Deterrence Research and Education, Strategic Policy, and Program Management. Historically, AF/A10 has relied on contractor support for policy development and maintenance due to the contractor community's expertise and institutional knowledge.

• The RFI requests capability statements detailing how vendors can meet all requirements outlined in the attached PWS.

• Vendors should identify their technical capabilities, capacity, areas of expertise, and relevant experience, including customer, period of performance, contract type, contract value, and description of work performed.

• Information on teaming agreements, joint ventures, partnerships, or consortiums is also requested.

• Capability statements are due no later than 17 March 2025, 10:00am EST.

• Submissions should be in Microsoft Word compatible format and limited to 10 pages (Calibri or Times New Roman, 11-point font), plus supporting documents.

• Proprietary information must be clearly marked and segregated.

• Submissions become Government property and will not be returned.

• Questions regarding the RFI are due by 17 March 2026, 10:00am EST to Ms. Margaret Santos (margaret.santos@us.af.mil) and Mr. Timothy Prymak (timothy.prymak@us.af.mil). Verbal questions will not be accepted.

• Vendors are asked to identify their Small Business/Socio-Economic status (e.g., small business, small disadvantaged business, 8(a), veteran-owned, HUBZone, woman-owned).

• Feedback is sought on the percentage of work that can be performed by small businesses and any intended partnerships or subcontracting relationships.

• The applicable NAICS code is 541690, Other Scientific and Technical Consulting Services.

• Vendors who previously submitted a Capability Statement for RFI FA701426_SPPSS should acknowledge if it still requires no changes or provide an updated statement.

• Responses that merely restate requirements or use generic phrases will be considered insufficient.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Strategic Plans and Policy Support Services in support of Headquarters, United States Air Force, Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (HQ AF/A10).

The contractor will provide expert technical, analytical, operational, programmatic, and planning support for DAF/A10 and its component divisions. This support will cover several key areas:

• International Treaties & Agreements and Foreign Clearance Program (FCP) Support
• Countering Weapons of Mass Destruction (CWMD) and Biodefense Support
• Nuclear Enterprise Support
• Legislative Support
• Emerging Deterrence Issues Research and DAF Deterrence Education
• Integrated Air and Missile Defense (IAMD) Support
• Ancillary IT, Systems, and Cybersecurity Support
• Program Management Support

Services are to be performed at CONUS & OCONUS locations as directed.

• Personnel assigned to Arms Control Support (Subtask 1.1.1) must possess a Top Secret (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI), Special Access Program (SAP), and Special Access Required (SAR) programs.
• Contractors supporting the Nuclear Enterprise require a TS security clearance with SCI, and Nuclear Stockpile requires SAP and SAR eligibility.
• Personnel supporting CWMD and Biodefense require an active TS/SCI clearance.
• The PWS details specific deliverables, performance objectives, and quality control measures, including a Quality Control Plan (QCP) and Service Delivery Summary with performance thresholds.
