Statement of Work (SOW) / Performance Work Statement (PWS)

To perform an electrical upgrade for the Administration Building (A3) at the U.S. Geological Survey (USGS) Columbia Environmental Research Center (CERC), including the removal and replacement of a centrifugal pump and the installation of a variable frequency drive (VFD) with supporting controls.

• Provide all materials, labor, equipment, travel, and supervision.

• Remove the existing 10 hp, 3-phase, 230v centrifugal pump and manual motor starter.

• Install two (2) redundant inverter-duty centrifugal pumps capable of a minimum of 120 feet of head up to 200 feet, and a flow rate of 200 gallons per minute.

• Install a properly sized VFD with bypass function and BACnet capabilities.

• Install a digital flow meter with BACnet capabilities.

• Install digital pressure gauges with BACnet capabilities on suction and discharge piping.

• Remove and replace current piping to allow for redundancy, including a bypass.

• Ensure new pumps are level and easily accessible for maintenance.

• All circuits installed to current Local and National Electrical Code Standards.

• Workmanship to meet specifications and be warranted for a minimum of 12 months from the date of Government acceptance.

• Provide operational and maintenance training to CERC staff.

• 12-month warranty on panelboards and transformer starting from the start-up date.

• Period of Performance: 30 days from Notice-to-Proceed (NTP).

• Place of Performance: USGS, Columbia Environmental Research Center (CERC), 4200 New Haven Road, Columbia, MO 65201.

• Contractor must submit a construction schedule within five (5) calendar days of NTP.

• Coordinate utility/service interruptions with the Facility Manager and USGS Technical Liaison at least 5 business days in advance; power disruptions no more than 24 hours per instance.

• Coordinate de-energizing and re-energizing of utility power with the USGS Technical Liaison and Utility five business days in advance.

• Contractor is responsible for obtaining all necessary licenses and permits.

• Work must be performed without restricting pedestrian or vehicular traffic and coordinated to minimize conflicts with ongoing operations.

• All materials and workmanship subject to inspection and approval by the USGS Technical Liaison.

• Contractor must comply with Green Acquisitions initiatives.

• Contractor must confine work to authorized areas and indemnify the Government against liability claims.

Solicitation / RFP / RFQ

This solicitation is for the removal and replacement of an existing centrifugal pump and the installation of two (2) redundant inverter duty centrifugal pumps, along with an appropriately sized Variable Frequency Drive (VFD) and supporting controls. The project is a 100% Small Business Set-aside.
