INTRODUCTION:

The U.S. Army Corps of Engineers, Detroit District, is issuing this Sources Sought notice and conducting market research as a means to identify the interest and capabilities of both small and large business entities for oil filtration and maintenance the Unit 10 ABB transformer located at the St. Marys Falls Canal.

The Contractor will filter oil and provide high quality FR3 fluid to the proper level per design specifications for ABB Transformer Serial No AP00001-003 and install government supplied valve on top port before installing sample ports. The Contractor will install equipment that will allow oil samples and process oil safely while energized.  The Contractor will also install infrared windows utilized to allow thermal images of components on the low and high-voltage sides of cabinet transformers while the doors are closed. The Contractor will also provide up to two hours of training that may be required to maintain the fluid levels and filtration for the transformer.

BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify the firm’s business size in the attached questionnaire. Small business firms interested in performing this work are strongly urged to respond to this notice. Responses to this Sources Sought Notice will be used by the Government to make appropriate acquisition decisions.
