Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a non-personnel services contract for an open platform data management system designed for Point of Care Testing (POCT) instrumentation at Evans Army Community Hospital.

• Provide a RALS device module license and a total solution system for managing instrument data, Quality Control (QC), linearity, operators, certifications, and devices.

• Support for the following analyzers: i-STAT, Nova Statstrip, Clinitek, Sofia, and AccuCheck.

• Offer training, support personnel, supplies, transportation, tools, materials, and non-personal services.

• Manage inventory, linearity and QC data, staff training and assessments, proficiency tracking, and patient identifiers/results.

• Generate monthly reports including workload, QC data, and statistical analysis.

• Ensure Joint Commission compliance through safety and lock-out features, and automatic upload of patient results to the electronic medical record.

• Updates to RALS and/or Software Module(s) within 14 days of becoming available.

• 24/7 telephone support for troubleshooting and assistance.

• Remote system support for training, diagnostics, and updates.

• Repair, replacement, or exchange of Abbott-supplied components within one business day of receiving the defective component.

• 100% compliance with performance objectives as detailed in Technical Exhibit 1.

• Period of Performance: 12 months, with four 12-month option years.

• Antiterrorism (AT) Level I training is required for employees with access to Army installations.

• Contractor must provide a contract manager responsible for performance.

• All documents and materials produced under this contract are Government-owned.

• Contractor must notify the Contracting Officer immediately of any potential Organizational Conflict of Interests (OCI).

• A 60-day phase-in/phase-out period is required.
