Scope of Work
The contractor will remove existing cushioned draft gear couplers, inspect sill pockets, fabricate and install structures to support standard draft gear couplers, and install new standard draft gear couplers into the railcar bodies. The effort also includes performing a single railcar air test and inspection for each railcar and providing test results to the Contracting Officer's Representative (COR). The contractor is responsible for providing all necessary personnel, materials, equipment, and resources, and must offer a minimum one-year warranty on installed and fabricated parts. This work supports future testing of the DODX 43000 series railcar.

Submission & Evaluation
Proposals must be submitted electronically via email to Noah Lane (noah.r.lane.civ@army.mil) and Todd M. Strasavich (todd.m.strasavich.civ@army.mil). Submissions must include four volumes: Technical, Past Performance, Price, and Solicitation, Offer and Award Documents and Certifications/Representations. Award will be made to one responsible offeror based on a Lowest Price Technically Acceptable (LPTA) source selection process. Technical and Past Performance factors must receive an "Acceptable" rating for award consideration, and price will be evaluated for reasonableness. Proposals must remain valid for at least 180 days.
