Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing non-personal security, administrative, and safety support services across the Aberdeen Proving Ground (APG) footprint, specifically for the Aberdeen Test Center (ATC) and the Army Test and Evaluation Command (ATEC) Headquarters (HQ).

• Functional Areas:

  • ATC Visitor Control Center (VCC): Full-time security and access control.
  • ATEC Headquarters (HQ): Full-time security and command support.
  • ATC Access Control Point (Gate 13): Full-time access control guard support.
  • ATC Test Ranges: As-needed (SURGE) guard support.
  • ATC Safety Directorate: Part-time safety support services.

• Core Duties: Include acquiring information, tracking actions, managing inventories, utilizing Microsoft Office Suite and SharePoint, processing badge applications, verifying security clearances (DISS), processing access authorizations, fabricating Common Access Cards (CAC) and Restricted Area (RA) badges, badging accountability, processing retrieval requests, and managing foreign visit requests.

• Access Control: Provide physical access control at designated Restricted Area (RA) gates, primarily Gate 13, and provide surge support at other gates as needed.

• System Familiarization: Contractor personnel must be proficient in standard security systems; site-specific familiarization will be provided via Government-Furnished Information (GFI).

• Personnel Requirements: Contractor personnel must be U.S. citizens, possess a High School Diploma or GED, and be fluent in English. Minimum qualifications for various roles (Security Technician II, Security Technician III, etc.) are detailed, including years of experience and specific skill sets.

• Services must be performed in accordance with Army Regulations (AR) 190-13, ATEC regulations, ATC regulations, and other governing regulations.

• Contractor must develop and maintain a comprehensive Contractor Standard Operating Procedure (SOP).

• All operations must achieve security standards and vetting thresholds established in the ATC VCC Internal Operating Procedure (IOP).

• Personnel must complete Government-mandated annual training.

• Period of Performance: One-year base period plus two, one-year option periods.

• Place of Performance: APG North and South (Edgewood Area).

• Security: Contractor shall possess and maintain a minimum of a SECRET Facility Clearance (FCL). All contractor personnel must possess a minimum of a SECRET personnel security clearance.

• Personal Protective Equipment (PPE): Contractor is responsible for furnishing all required PPE at no additional cost. Specific PPE requirements are outlined for different roles (e.g., reflective vests, safety shoes, hard hats).

• Reporting: Deliverables include Monthly Status Reports, Monthly VCC Metrics and Inventory Reports, Monthly Employee Rosters, Weekly Labor Reports, and Safety and Risk Management Documents.

• Work Attire: Minimum attire standards are specified for different work environments (Business Casual, utility attire).

• Government-Furnished Space: Workspace will be provided at various locations including ATC VCC, ATC S2 Security Support, ATEC Headquarters, and Gate 13 Guardhouse.

Request for Information (RFI)

This RFI is issued by the U.S. Army Aberdeen Test Center (ATC) to conduct market research for Security and Safety Support Services. The goal is to identify Small Business 8(a) vendors with the capabilities to support the ATC Security and Safety Office. The government anticipates a direct award to an 8(a) vendor through an Alpha Contracting process, where requirements and proposals will be finalized collaboratively.

Respondents are requested to provide information addressing the requirements within the Performance Work Statement (PWS) and the attached Technical Questions Sheet. Specific areas of interest include:

• Company contact information (including CAGE Code).
• Company size standard for NAICS code 561210 (Facilities Support Services).
• Identification of small business categories (8(a), Small Disadvantaged, Woman-Owned, HUBZone, Veteran-Owned, Service-Disabled Veteran-Owned).
• Intention to propose as a prime contractor.
• Capability to perform at least 51% of the work and adherence to the Ostensible Subcontractor Affiliation rule.
• Possession of capabilities for the full range of products and services.
• Examples of similar work performed (prime or sub-contractor), including contract numbers, dollar values, and task order details.
• Information on business arrangements (joint ventures, teaming, strategic alliances).
• Comments or questions regarding the PWS.

This is an RFI for market research only, not a solicitation or request for proposal. No contract will be awarded from this Sources Sought.
