Purpose & Scope
ABMC aims to implement a user-friendly system enabling customers to efficiently order flowers for placement at specified gravesites by ABMC personnel. The scope covers:
- Platform Development & Maintenance: Design, develop, secure, and deploy an ABMC-branded online/phone ordering system, including UI/UX, integration with ABMC's Burial and Memorialization Database (BMeD), secure payment gateway, Section 508 compliance, and administrative dashboards.
- Fulfillment & Delivery: Operating a global network to fulfill customer orders by providing floral arrangements for delivery to all 26 ABMC cemeteries. This includes routing orders to florists, sourcing, preparing, and delivering arrangements. ABMC staff will perform final placement.
- Hosting, Maintenance & Support: Ongoing hosting, operation, security, monitoring, incident response, customer support, and data privacy compliance for the platform.
- Optional Enhancements: Time & Material CLINs for ABMC-directed enhancements.
Key Requirements
The platform must meet Section 508 / WCAG 2.1 AA accessibility standards, ensure secure payment processing and Personally Identifiable Information (PII) protection, and integrate ABMC branding without third-party advertisements. Floral arrangements must use organic material only, with no plastics or packaging. A minimum 99.5% platform uptime is required. Contractors must be registered in SAM.gov.
Contract Details
- Type: Predominantly Firm-Fixed-Price, with Time & Materials option CLINs.
- Period of Performance: 12 months following go-live, with four (4) option years.
- Set-Aside: None specified.
- Place of Performance: Delivery and placement of floral arrangements at 26 ABMC sites worldwide.

- Offerors must note any portion of the Performance Work Statement (PWS) that cannot be addressed or complied with. Alternative CLIN structures are permitted if in the Government's best interest. Prices must be broken out by cost line (setup, licensing, support) and traceable to requirements, including an invoicing schedule. ABMC is tax-exempt.
