7. Statement of Work (SOW) / Performance Work Statement (PWS)

To deliver accurate and timely monthly payroll services for American Battle Monuments Commission (ABMC) foreign national employees, ensuring compliance with local labor laws and ABMC internal regulations. The service aims to reduce manual processes, minimize country-specific workarounds, and provide consistent social and legal watch.

This PWS covers a comprehensive suite of payroll managed services for employees in 7 countries (France, Belgium, Italy, Netherlands, United Kingdom, Luxembourg, and Tunisia), with a potential future expansion to three additional countries (Philippines, Panama, Mexico).

Key services include:

• Gross to Net Processing
• Pay slip generation and distribution
• U.S. Treasury disbursements
• Legal and Statutory reporting
• Inbound and Outbound interfaces
• Lodgment services to local authorities
• Handling employee queries
• Year-end preparation and report distribution
• Accounting interface for GL output

The goal is to select a provider and go live by January 2027. The service will cover the specified countries, with potential for expansion.

• The vendor must be able to process payments directly from the U.S. Department of the Treasury.

Solicitation / RFP / RFQ

The American Battle Monuments Commission (ABMC) is seeking a Global Payroll Servicer to manage its global payroll system. The system must be capable of integrating with the Human Resources Information System (HRIS).

• The global payroll system must integrate with the HRIS (procured under solicitation 74330226R0044).

• ABMC intends to utilize a predominantly time & materials contract type, but vendors may propose other types.

• The period of performance is a base year plus four option years.
