- Gross to Net Processing, payslip generation, and distribution
- U.S. Treasury disbursements and lodgment services to local authorities

- Inbound and Outbound interfaces, including a balanced General Ledger (GL) output file compatible with an Oracle-based accounting system
- Handling employee queries and year-end preparation
Key Requirements & Clarifications
- Hosting: Solution must be hosted in a U.S.-based FedRAMP Moderate authorized environment (or equivalent).
- AI Usage: Supported if secure, governed, transparent, human-supervised, and approved by ABMC's AI Governance Board.
- Integrations: Required with HRIS (procured separately) in at least 7 countries and ABMC's Enterprise Service Management (ESM) solution. Entra ID will be the authoritative identity provider for SSO (SAML 2.0, OIDC).
- Data Migration: Migration of 25 years of HR data and data from the Activate payroll system is required.
- Languages: Employee/manager users require English, French, Italian, Dutch, Spanish, Modern Arab, and Tagalog/Filipino. Support services require English and French.
- Payments: Vendor must process payments directly from the U.S. Treasury; may act as an intermediary for specific payments (e.g., France income tax, Italy social security).
- Compliance: Current Section 508 conformance evidence (VPAT) is required at proposal submission.
