Quick Summary
The American Battle Monuments Commission (ABMC) has issued a Combined Synopsis/Solicitation for a Human Resources Information System (HRIS). This opportunity seeks a comprehensive system to manage core HR services for its global workforce. There is no set-aside for this procurement. Proposals are due by May 29, 2026, at 4:00 PM EDT.
Purpose and Scope
ABMC requires an HRIS platform to establish a single, authoritative system of record for all its approximately 575 locally employed (LES) and US employees across 10 countries. The primary objective is to provide reliable reporting on headcount, FTEs, and organizational structure, while strengthening internal controls, audit trails, and compliance monitoring.
The scope of work includes implementing Core-HR, Performance Management, Compensation, Recruitment, and Time and Attendance/Leave Management modules. The system must integrate with ABMC's Agency Service Management solution and a multi-country payroll service for LES employees (excluding US citizen payroll). Services also encompass system integration, data migration, testing, training (in all required languages), go-live support, and steady-state operations. A key requirement is supporting employees without computer access, necessitating timekeepers to manage timecards and leave. Proposals must be clearly written, technically sound, detailed, and tailored to the PWS; generic or AI-generated proposals will be considered non-responsive.
