  • High-Availability: Maintaining 99.9% availability for critical systems.
  • Accelerated Value Delivery: Utilizing DevSecOps, Generative AI, and automation.
  • Data Excellence: Creating unified data sources and intelligent automation.
  • Cyber Security: Implementing continuous authorization to operate (cATO) and AI-assisted threat detection.
  • Seamless Service Transition: Ensuring uninterrupted mission support. Work may be performed at contractor facilities, FAA Headquarters, or regional centers, including Washington, DC.

Phased Approach & Contract Details

This ChBA is structured in four phases, with a potential contract award by September 30, 2026:

  • Phase 1: Corporate Experience & Concept Paper: Offerors submit a self-score worksheet and a concept paper.
  • Phase 2: Rationalization Approach: Invited offerors participate in an Industry Day and submit a detailed approach.
  • Phase 3: Modernization Factory Execution: Offerors demonstrate tools and approach.
  • Phase 4: Production Vehicle: One or more offerors may be selected for contract award. This is a Solicitation for Support Services For Activities Involved With Application Development And Support (PSC DA01). No specific set-aside has been designated.

Submission & Evaluation

Phase 1 responses are due March 13, 2026, by 5 PM (ET). Offerors must be registered in SAM.gov. The evaluation for Phase 1 involves:

  1. Factor 1 (Corporate Experience): Self-score evaluation and validation, leading to a down-select of the top ten offerors.
  2. Factor 2 (Concept Paper): Evaluation of the concept paper for the top ten, leading to the final down-select for Phase 1. Both factors are equally weighted for the down-select decision. Eligibility: Offerors can include experience from proposed subcontractors, teaming partners, or affiliates (up to 25% of Factor 1 points). Commercial corporate experience is now permitted alongside federal, state, and local past performance. Experience must demonstrate operationalized AI capabilities beyond pilots and architectural refactoring for cloud-native transformation.

Key Updates & Clarifications

Recent updates (February 27, 2026) extended the Phase 1 due date and clarified several points:

  • Experience: Subcontractor/teaming partner experience is now allowed (max 25% of Factor 1 points). Commercial experience is also permitted.
  • Page Limits: The Corporate Experience Form (Attachment 3) page limit has been increased to three pages.
  • Evaluation: Phase 1 down-select considers Factor 1 and Factor 2 equally.
  • Attachments: Updated Attachment 2 (Self-Score Worksheet) and a new Attachment 4 (Legacy Application Portfolio Current State) have been provided.
