The Federal Highway Administration (FHWA) has issued a five-year Broad Agency Announcement (BAA) for its Accelerating Market Readiness (AMR) Program. Program Purpose & Scope

The AMR Program aims to bridge the gap between research and practice by funding testing, field evaluations, and pilot demonstrations of innovative transportation technologies. The goal is to address high-priority problems and accelerate market readiness, fostering wider adoption of solutions that significantly advance conventional practice or address knowledge gaps.

Key Innovation Topics

Based on the latest Appendix C Modification, FHWA is seeking innovations in:

  • Safety: Improving data analysis, mitigating rural road risks, and facilitating automated vehicle deployment.
  • Shortening Project Delivery: Streamlining project development, targeting federal investments, and leveraging state/local/private sector resources.
  • Infrastructure Performance: Enhancing system operations, maintenance, and planning/construction practices.
  • Digital Twins and Advanced Simulations Techniques: Leveraging digital twins and AI/ML for planning, design, construction, maintenance, and prediction of transportation systems.

Contract Details & Funding

This is an open BAA, with individual calls specifying topic areas and submission instructions. Awards may be contracts, cooperative agreements, or funding allocations. Individual awards are anticipated to range between $300,000 and $600,000. A non-federal cost share of at least 20 percent is required for allocations to States.

Submission & Evaluation

The process is two-phased:

  1. White Paper Submission: Limited to 6 pages, evaluated for technical merit, alignment with topics, feasibility, and estimated costs.
  2. Formal Proposal Submission: For selected white papers, limited to 14 pages (Volume I), including technical and cost/price information. Evaluation criteria include technical merit, past performance, cost/price, and small business subcontracting plan (if applicable). Key deadlines will be specified in each BAA call.

Eligibility & Set-Aside

This is an unrestricted BAA, open only to U.S. businesses. Foreign-owned businesses are not eligible. All responsible sources, including State/local governments, universities, non-profits, and private organizations, are encouraged to apply. While small businesses are encouraged, no portion of this BAA is set aside exclusively for them.

Important Notes

All submittals must be in electronic format (Adobe PDF). Communications after a call is issued must be through the Contracting Officer. Section 508 compliance is required for deliverables. The BAA has been modified to remove language related to Diversity, Equity, Inclusion, and Accessibility (DEIA) from the main document and Appendix C.
