Introducing a different brand would create unacceptable operational risk and security vulnerabilities.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Access Control Systems (ACS) to Tinker Air Force Base (TAFB) customers under a Blanket Purchase Agreement (BPA). The goal is to maintain a standardized, multi-facility access control system on the Avigilon platform, ensuring seamless integration with existing infrastructure and operational workflows for security operations, monitoring, and incident response.

• Provide supplies and services for ACS as requested by the Contracting Officer (CO) or Contracting Officer's Representative (COR).

• Includes labor, parts, materials, vehicles, tools, equipment, transportation, PPE, and other services/supplies.

• Covers system design, purchase of COTS and ancillary equipment, installation, integration with Government Furnished Property/Equipment (GFP/GFE), verification testing, quality control, and site personnel training.

• Specific tasks include installation, replacement, and performance verification of ACS card readers, cameras, enclosures, keypads, switches, and associated software/hardware.

• Removal of existing CAT5 cabling and installation of new CAT6 or latest cabling standard.

• Coordination for installation of CAT6 or latest cabling connections.

• Ensuring all COTS or proprietary software is Windows 11 compatible and syncs with Windows OS migration compliancy.

• Installation of all software and hardware in compliance with AF Technical Orders, patches/updates, and DISA Security Technical Implementation Guides (STIGs).

• Provide O&M manuals and licenses for contractor-provided hardware and software.

• Coordinate on-site training for Government personnel.

• Ensure network equipment is on the DISA Approved Product List (APL) or has a DISA STIG.

• All wall penetrations require pre-approval and must be sealed with fire-resistant acoustical caulk.

• Provide a one (1) year warranty for all systems components and two years for parts/extended service.

• Respond to normal service calls within 2 hours.

• Review identified vulnerabilities and develop a plan to address them.

• Ensure all work adheres to regulatory compliance, including but not limited to: National Defense Authorization Act, Clinger-Cohen Act, NIST, DoD Directives, and DoD Instructions.

• ACS system must have an approved Authority to Operate (ATO) for connection to the AF NIPRNet.

• Provide documentation verifying Trade Agreement Act (TAA) compliance.

• Services completed within seven (7) business days from time of request.

• No more than one customer complaint and/or inspection failure per month for Parts and Materials, Warranty/Support/System Compliance, Service Report, Hours of Operation, Contractor Personnel, Listing of Contractor Employees, Safety and Health on Government Installations, and Safety and Health Plan.

• No more than one (1) error per report for Contractor Personnel.

• Work to be performed during standard hours: Monday through Friday, 0730 - 1630, excluding Federal Holidays, base closures, and furlough days.

• Place of performance is Tinker Air Force Base (TAFB).

• Contractor must be a U.S. company.

• Personnel must be qualified to install access control systems, have experience with ACS installation, and be U.S. citizens.

• Contractor personnel must have current and valid driver's licenses.

• Contractor personnel must not be employees of the U.S. Government or DAF unless specific approvals are obtained.

• Contractor personnel must wear and display issued identification badges.

• Compliance with all security regulations and directives is required.

• A $50.00 charge applies for lost, willfully damaged, or not surrendered identification credentials (excluding normal wear).

• No smoking in unauthorized areas; maintain distance from liquid fuel storage and parked aircraft.

• Cell phone use while driving is restricted to hands-free devices.

• Contractor must comply with federal, state, and local regulations regarding environmental protection and occupational safety and health.

• Notify CO, COR, and OAR within one (1) business day of any injuries or damage to government property.

• Obtain approval prior to bringing hazardous materials onto the base.

• Submit a Safety and Health Plan (SHP) and site safety checklist.

• Follow government direction during emergency procedures.

• Immediately notify the contracting officer of any work-related mishaps, injuries, or illnesses, or property damage over $1,000.

• Contractor personnel shall follow direction of government personnel for emergency procedures.

• Government will provide general on-base security forces, fire protection, emergency medical services, utilities, postal distribution, telephone service, custodial services, and refuse collection.

• Contractor shall reimburse the Government for emergency medical services rendered.

• Contractor shall use provided telephone service only for official Government business.

• Contractor shall not use government dumpsters for construction debris.
