Eligibility & Qualification
This acquisition is restricted to qualified sources: Elbit (CAGE 0600A), Israel Aerospace (CAGE 1909A), Aerospace and Commercial Technologies (CAGE 1XKR3), and Lockheed Martin (CAGE 81755).
New offerors must complete a mandatory Manufacturing Qualification Process (MQR) for the Door Access item (NSN: 1560-01-264-0402, P/N: 16L319-5). This process requires:
- Notifying the government of intent to qualify.
- Certifying facilities, testing, and inspection capabilities (potentially requiring a Lockheed Martin Master Tooling Agreement).
- Verifying possession of a complete data package, including Lockheed Martin drawing 16L319.
- Manufacturing to ESA-approved data, complying with UID and DFARS 211.274, and providing evidence of quality/performance evaluations and Critical Safety Item (CSI) management.
- Submitting a qualification test plan/procedure and a complete test report.
- Providing a pre-contract award qualification article for evaluation.
