Scope of Work
The IRS requires access to real-time databases reporting nationwide current and historical real estate market transactions to perform research for commercial real estate property valuation. The detailed requirements, as outlined in the Performance Work Statement (PWS), include:
- Providing access to a comprehensive, nationwide commercial real estate transaction database (e.g., CoStar Suite Professional Database) covering approximately 50 markets.
- Ensuring data is current and real-time, with updates at the same frequency as available to commercial customers.
- Providing twenty (20) national user accounts with distinct naming conventions for IRS employees.
- Managing user accounts (add/delete) at the request of the IRS LB&I representative.
- Offering help desk and technical support during business hours, with support responses within 2 business days.
- Providing detailed usage reports upon request.
- Granting unlimited access to database information and functionality without annual caps.
- Offering training for IRS employees upon request.
- Database access must be 24/7 via high-speed internet, compatible with Windows 10+, Microsoft Office 365, Microsoft Edge, and Google Chrome, and Section 508 compliant.
