This solicitation is for a Wetland Reserve Easement (WRE) Repair project along Mt. Perry Road in Madison Township, Perry County, Ohio. The project is being contracted through the USDA Natural Resources Conservation Service (NRCS) Agricultural Conservation Easement Program.

The contractor will be responsible for providing all supervision, labor, tools, equipment, transportation, and materials necessary to perform the work. This includes adherence to industry standards, federal, state, and local construction, safety, and labor laws. The contractor is responsible for their equipment and for the proper removal and disposal of all debris and excess materials from the site.

Specific tasks include:

• Mobilization and Demobilization

• Dike excavation (3,196 CY)

• Dike earthen fill (3,192 CY)

• Rock Riprap - ODOT Type D + Bedding installation (686 CY)

• Seeding, Sprigging, and Mulching (1.38 Acres)

• Contract Type: Firm Fixed Price

• Period of Performance: July 31, 2026, to September 16, 2026

• Estimated Value: $200,000 - $250,000

• Performance Start: Within 10 calendar days after award

• Performance Completion: Within 47 calendar days after award

• Proposal Submission Deadline: June 5, 2026, by 1400 local time.

• Bids must be submitted electronically via email to bobby.copenny@usda.gov.

• The solicitation requires bidding on all line items; failure to do so will disqualify the bid.

• Award will be made to the responsible bidder whose bid, conforming to the solicitation, is most advantageous to the Government, considering price and previous experience with similar projects.

• Bidders must submit a list of previous work experience with similar projects completed within the past five (5) years.

• The Government may reject bids with materially unbalanced pricing or unrealistically low prices.

• This acquisition is 100% set-aside for total small businesses.

• A site visit is scheduled for June 15, 2026, at 10:00 am CT. Location: USDA/NRCS Service Center, 1001 N. York Street, Martinsville IL 62442. Attendance is not mandatory but highly recommended.
