Quick Summary

The Federal Aviation Administration (FAA), Acquisition Career Management Division (AAP-300), is conducting a Request for Information (RFI) for Acquisition Career Management (ACM) Training Support. This market survey aims to assess industry capabilities for providing comprehensive acquisition workforce training, certification support, and professional development services. The FAA seeks to identify qualified small businesses, potential teaming arrangements, and gather feedback to refine its acquisition strategy for a potential future Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Responses are due April 13, 2026, by 4 PM EDT.

Purpose & Background

The FAA requires high-quality, compliant, accessible, and modern training solutions for its acquisition workforce, including Contracting Officers/Specialists, CORs, ILS, P/PM, RECO, SE, and T&E professionals. This RFI is for market research purposes only and is not a Screening Information Request (SIR) or Request for Proposal (RFP). The information gathered will support the development of a future SIR.

Scope of Interest

The FAA is interested in solutions covering:

  • Training Delivery: Classroom and virtual instructor-led training (CILT/VILT), including pre/post-assessments and timely reporting.
  • Course Development & Customization: Development, customization, or modification of Commercial Off-The-Shelf (COTS) or FAA-owned courses, ensuring alignment with FAA policies, AMS, federal laws, and adult learning principles. All developed materials will become FAA property.
  • Program Management: Comprehensive program and project management support, including tracking cost, schedule, performance, quality, and risk management, as well as subcontractor management.
  • Accessibility: All training materials and platforms must comply with Section 508 of the Rehabilitation Act and WCAG 2.0 A/AA standards.

Requested Information

Respondents are asked to provide:

  • Administrative Details: Business name, contact information, business type (including small business certifications like 8(a), SDB, SDVOSB, HUBZone, WOSB, EDWOSB), recommended NAICS codes (primary 611430), and accounting system status.
  • Capabilities: Details on course offerings (aligned with FAI certification standards), COTS customization methods, innovative instructional design (e.g., AI-enabled tools), policy integration, instructor qualifications, VILT platforms, performance metrics, program management approaches, pricing models, and small business subcontracting strategies.
  • Prior Experience: Examples from the past 3-5 years demonstrating capabilities in federal acquisition training programs, including FAI certification training.
  • Current Resources: Information on existing training products or services that can meet ACM training requirements.

Contract & Timeline

  • Type: Sources Sought (RFI) for a potential future Indefinite Delivery/Indefinite Quantity (IDIQ) contract.
  • Set-Aside: Not specified for this RFI, but small business capabilities and subcontracting strategies are key areas of inquiry.
  • Response Due: April 13, 2026, by 4 PM EDT.
