Market Survey Announcement

This announcement is a market survey by the Federal Aviation Administration (FAA), Acquisition Career Management Division (AAP-300), to assess industry capabilities for providing comprehensive acquisition workforce training, certification support, and professional development services. This includes classroom and virtual instructor-led training (CILT/VILT), course development, customization of commercial off-the-shelf (COTS) training, and program management aligned with FAA policies and Federal Acquisition Institute (FAI) standards. The FAA is gathering information to refine its acquisition strategy and potential future solicitations, not requesting proposals or pricing.

Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines requirements for delivering high-quality, compliant, accessible, and modern training solutions for the FAA acquisition workforce. The goal is to ensure FAA acquisition personnel demonstrate the highest levels of competency, accountability, and technical proficiency.

• Training Delivery: Provide FAA-approved classroom and virtual instructor-led training (CILT/VILT) using qualified instructors and adult learning methodologies. This includes pre- and post-course assessments, same-day test reviews, and submission of all assessment data.

• Course Development, Customization, or Modification: Develop, customize, or modify Commercial Off-The-Shelf (COTS) or FAA-owned courses. All developed or customized materials become FAA property and must align with FAA policies, AMS, federal statutes, and FAA-specific case studies. A policy crosswalk and compliance matrix are required for each COTS course.

• Course Materials and Records: Maintain complete, accurate, and FAA-compliant training documentation, including curriculum files, instructor and student guides, test results, rosters, and evaluations, provided electronically.

• All training must align with FAA Orders, AMS policy/guidance, and applicable federal laws.

• All materials must meet FAA Order 1000.36 Writing Standards.

• All VILT platforms must comply with WCAG 2.0 A/AA and Section 508.

• Maintain a formalized Quality Management System (QMS).

• This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. Task Orders will define specific requirements.

• Training may be delivered in Washington, DC (requiring contractor-provided facilities) or at FAA field locations (facilities provided by FAA).

• Personnel: Instructors must possess documented training and experience in adult learning principles and maintain FAA-specific subject matter proficiency, including annual FAA policy refresher training.

• Accessibility: All training materials and platforms must comply with Section 508 of the Rehabilitation Act and WCAG 2.0 A/AA standards.

• Program Management: Provide full program and project management support, including tracking cost, schedule, performance, and quality, and maintaining a risk register. A Program Management Plan (PMP) is required.

• Deliverables: Key deliverables include a Program Management Plan, Training Schedule, Status Reports, Pre/Post Test Results, Course Materials, Instructor Qualification Records, and Policy Crosswalks.
