Scope of Work

The contractor will provide comprehensive instructional training and range development services. Key responsibilities include:

  • Developing and delivering adult learning instruction using modern techniques.
  • Assisting in the development of Government-owned Cyberspace Operations (CO) curriculum.
  • Configuring, managing, and implementing virtual cyber range environments, including support for the Persistent Cyber Training Environment (PCTE) network.
  • Updating range components, administering exercises, and conducting student assessments.
  • Maintaining training resources, developing schedules, and managing exams.
  • Ensuring 100% staffing with qualified and certified instructors and range developers.

Contract & Timeline

  • Type: Firm Fixed Price (FFP)
  • Duration: One (1) Base Year (July 1, 2026 - June 30, 2027) and two (2) 12-month option years, totaling three years.
  • Set-Aside: Unrestricted, with a 10 percent evaluation preference for HUBZone small businesses unless waived.

Evaluation

Award will be made using Lowest Priced Technically Acceptable (LPTA) source selection procedures per FAR Part 15.3. Proposals will be evaluated on three factors: Technical Capability (rated Acceptable/Unacceptable, including Technical Ability and Management/Staffing Approach), Past Performance (assessed for recency, relevancy, and quality, resulting in a performance confidence rating), and Price (evaluated for reasonableness, completeness, and balance). The government intends to award without discussions.

Special Requirements & Notes

  • Security Clearance: All contractor personnel must possess and maintain a Top Secret (TS) with Sensitive Compartmented Information (SCI) security clearance at the start of work performance. The Government will not sponsor clearances.
  • Personnel Qualifications: Specific experience, certifications, and educational degrees are required for Instructor/Writers and Range Developers.
  • Quality Control: A Quality Control System and Plan are required within Volume II (Technical Experience) of the proposal.
  • Travel: Approved travel for Mobile Training Team (MTT) events is reimbursable on a cost basis.
  • Total Compensation Plan: The requirement for a Total Compensation Plan has been removed.
  • Proposal Submission: Electronic submissions via email are required. Proposals must be organized into four volumes: General, Technical Experience, Past Performance, and Price.
