Eligibility & Security

Evaluation & Submission

  1. Technical Capability: Rated Acceptable or Unacceptable (subfactors: Technical Ability, Management Approach & Staffing Approach).
  2. Past Performance: Assessed for recency, relevancy, and quality, resulting in a performance confidence assessment (Acceptable or Unacceptable).
  3. Price: Evaluated for reasonableness, completeness, and balance. Proposals must be submitted via email and organized into four volumes: General, Technical, Past Performance, and Price. The government intends to award without discussions, so offerors should submit their best proposals initially. A Small Business Subcontracting Plan is required.
