Acquisition and Technical Programmatic Support

Statement of Work (SOW)

To provide acquisition and technical programmatic support services for the Federal Transit Administration's (FTA) Office of Acquisition Management (TAD-40) to support its critical mission requirements.

This SOW outlines the need for support in various acquisition and contract management activities, including:

• Processing a wide range of service and commercial item acquisitions (simplified acquisitions, large dollar contracts, various contract types like FFP, Cost Type, Labor Hour, IDIQ, BPAs, task/delivery orders).

• Supporting cradle-to-grave procurement actions from planning to close-out.

• Providing subject matter expertise in federal acquisitions.

• Assisting with acquisition planning, solicitation, evaluation, award, post-award administration, and close-out.

• Preparing and inputting contractual actions into FTA's contract writing system (e.g., PRISM).

• Performing data verification, quality assurance, and contributing to federal reporting.

• Assisting with contract administration, including performance and invoice tracking, and preparing contract modifications.

• Developing acquisition documentation, including SOWs, SOOs, PWSs, market research reports, and justifications.

• Assisting with the development of Independent Government Cost Estimates (IGCEs).

• Senior Contract Specialist/Administrator III: Requires a Bachelor's degree or 8+ years of relevant experience, with senior-level expertise in federal acquisitions (equivalent to FAC Level III). Must demonstrate knowledge of FAR Parts 5, 12-15, 37, 43, and Subpart 8.4, and contract types (FFP, Labor Hour, Cost Type, etc.).

• Mid-Level Contract Specialist/Administrator II: Requires a Bachelor's degree or 5+ years of relevant experience (or equivalent education/experience). Must possess mid-level expertise in acquisition processes and knowledge of FAR.

• Acquisition Liaison: Requires a Bachelor's degree or 5+ years of relevant experience, with mid-level expertise (equivalent to FAC Level II). Experience with FAR and various contract types is necessary. Knowledge of PRISM and CRM is desirable.

• Deliverables: Monthly status reports to the COR and CO. Other deliverables may be designated by the COR.

• Performance Standards: High levels of professional and technical competence, responsiveness, qualification, and accountability. Work must be accurate, clear, concise, complete, and submitted on time (95% of the time). Promptness in reporting for meetings is required.

• Quality Assurance: The government will monitor contractor performance to ensure service levels are met and acceptable performance is maintained.

• Contract Type: Labor Hour.

• Period of Performance: One base year with four one-year option periods.

• Place of Performance: Primarily on-site at FTA Headquarters, Washington, DC. Teleworking is authorized under specific conditions and with COR/CO approval.

• Contractors must be telework-ready and perform work within the United States.

• Non-disclosure certificates are required.

• No conflicts of interest are permitted; OCI Mitigation Plans must be submitted if necessary.

• Subcontractors must adhere to all performance standards and be clearly communicated with.

• Government-furnished property includes a worksite, laptop, and access to FTA systems.

Request for Information (RFI) / Sources Sought Notice

This RFI/Sources Sought notice is issued by the U.S. Department of Transportation (DOT), Federal Transit Administration (FTA) to conduct market research. The FTA is seeking information on vendors capable of providing acquisition and technical programmatic support as detailed in the attached Statement of Work (SOW).

Vendors interested in providing these services should submit a capabilities statement (no more than 5 pages) that addresses the following:

• Past Performance: Relevant experience within the last three years, including contract number, type, dollar value, POC, and a brief description of work.

• Corporate Experience: Similar work in nature, scope, complexity, and difficulty within the last three years.

• Labor Categories: Identification of labor categories utilized for similar work under task or call orders.

• Technical Capabilities: Specific information demonstrating capabilities to provide services as described in the SOW.

• Company Information: Name, POC, address, phone, email, CAGE code, and business size under NAICS codes 541611 or 541211.

• NAICS Code Recommendation: If applicable, recommend a specific NAICS code and justify the recommendation.

• Contract Type: Labor Hour

• Period of Performance: One 12-month base period and four 12-month option periods.

• Place of Performance: Primarily on-site at U.S. DOT, FTA Headquarters, 1200 New Jersey Avenue, SE, East Building, Washington, DC 20590.

• Submission Deadline: 11:00 AM DST on April 16, 2026.
