Quick Summary
The Defense Health Agency (DHA) is in the acquisition planning phase for the next generation Active Duty Dental Program (ADDP4) contract. This Special Notice provides information on the anticipated procurement of worldwide dental care services for eligible Active Duty Service Members (ADSMs). The current ADDP3 contract expires on April 30, 2029. This is for planning purposes only and is not a solicitation. The Product Service Code is Q503 (Dentistry Services).
Scope of Work
The ADDP4 contractor will provide comprehensive worldwide dental coverage to ADSMs across all Uniformed Services (Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, NOAA, Public Health Service). This program supplements care provided in military dental treatment facilities (DTFs) and offers services to ADSMs without DTF access.
Key responsibilities include:
- Developing and maintaining a dental provider network in the Continental United States (CONUS), including all 50 states, DC, and U.S. territories.
- Developing and maintaining agreements with TRICARE OCONUS Preferred Dentists for Outside Continental United States (OCONUS) service areas.
- Providing OCONUS routine, urgent, and emergency dental care to ADSMs enrolled in remote areas (greater than 50 miles from a DTF), with specific exceptions (Bahrain, Honduras, Qatar, Kuwait, Souda Bay, Greece).
- Providing OCONUS urgent and emergency dental care to ADSMs on Temporary Duty/Additional Duty, deployed, or in authorized leave status in remote overseas locations.
