The Defense Health Agency (DHA) is in the acquisition planning phase for the next generation Active Duty Dental Plan (ADDP4) contract. This Special Notice provides interested parties with information on the anticipated procurement, which will replace the current ADDP3 contract expiring April 30, 2029. This is for planning purposes only and does not constitute a commitment or solicitation. Responses are not being solicited at this time.
Opportunity Overview
The ADDP4 contract will provide comprehensive worldwide dental care services to eligible active duty Service members (ADSMs) across all Uniformed Services (Army, Navy, Air Force, Marine Corps, Space Force, Coast Guard, NOAA, Public Health Service). The contractor will supplement care provided in military dental treatment facilities (DTFs) and ensure access for ADSMs in regions without DTFs.
Key responsibilities include developing and maintaining a dental provider network in the Continental United States (CONUS), including the 50 states, District of Columbia, and U.S. territories. For Outside Continental United States (OCONUS) areas, the contractor will establish agreements with TRICARE OCONUS Preferred Dentists to provide routine, urgent, and emergency dental care to remote ADSMs (greater than 50 miles from a DTF), with specific exceptions for certain locations. Urgent and emergency care will also be provided to ADSMs on temporary duty, deployed, or on authorized leave in remote overseas locations.
