• Substitutes: NO SUBSTITUTES ALLOWED.

• Special Clauses: Mercury Free Clause invoked; Certificate of Compliance Clause invoked.

• Contract Type: Firm Fixed Price.

• Submission Method: Vendors are to send quotations via email to candis.r.patterson.civ@us.navy.mil.

• Proposal Content: Must include Technical Capability, Price Submission, Delivery Time, and Acknowledgement of any solicitation amendments.

• Technical Capability: Vendors must provide proof/certification of compliance with required certifications and qualifications. This information should be submitted SEPARATELY from pricing.

• Price Submission: One original signed copy of the completed Standard Form (SF) 1449 and executed copies of all amendments (if applicable), as well as executed Representations and Certifications. Signed copies are to be submitted electronically via email.

• Quote Validity: Quotes shall be held firm for sixty (60) days.

• Questions: Questions regarding solicitation clarification must be submitted via email to Candis Patterson at least two (2) days prior to the closing date/time. Questions received after this date may not be answered.

• Evaluation Factors: Award will be made to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering the following factors in order of importance: Technical Capability, Price, and Delivery Lead Time.
